Just a brief note for everyone on a few items.
De-Watering:
- Friday July 11, 2008 We started
De-Watering the marina basin. As of July 18 the basin has been pumped
down to just a few feet of water remaining in the main channel ways.

- There will be more posted on the
department web site in the coming weeks.
- The Ohio Division of Wildlife was on
site July 17, with the electric shock boat assisting in collecting and
moving native fish from the marina basin into Lake Erie.
- We continue to work with Ohio EPA and
the US Army Corp of Engineers to assure compliance with our permits.
This next week, we will finish the dewatering and we are planning to
start removing parts of the center peninsula.
- The north parcel is our first site area
to have marina materials placed in.
- As we begin the deepening and shaping of
the marina basin large equipment will be moving across Fox Rd. and
throughout the construction zone. Please help us have a safe project.

Lake Erie Water Snakes:
- We have relocated 250 snakes so far
during this project. We appreciate the effort of Kristen and Keith who
sincerely put forth the effort to keep us on track with this aspect of
the project - protecting an endangered species.
Dock Construction:

by various contractors were "opened" July 10, 2008. There were several
bidders and it is encouraging to see the interest in the project. We
hope to have the "low bidder" chosen this next week.

Just a brief note for everyone on a few

great news as we can now proceed in preparing for the "heavy" work in

start shaping the basin to the new design plan as we have been depicting
over the last couple of years.

UPDATED 6/22/2008
All:
A few items to share since our last note
- Dock Construction: The new dock
construction "Pre-Bid" meeting was conducted 6/20/08. We had
approximately 50 people in attendance. We extend a Thank You to the
Ottawa County Visitors Bureau in allowing us to use the conference room
at their facility.
- Interested Contractors are to have
their bids submitted by July 10, 2008. We anticipate it will take
approximately 60 days to give the contractor awarded the job, their
notice to proceed. New docks will begin to be built.
- This means that next summer we will
see new docks in the marina.
- Marina Construction: Continues
- De-watering of the marina basin is
the next big step we are preparing for. This will start the
beginning of July. The East wall of the marina had been breeched
this past winter. It has been "shored up" to allow pumping to
start. The pumps are being, (have been), placed.
- Here is a picture taken fall of
2007. Fall water levels are normally lower than spring and
summer, water levels. This picture shows the lower fall water
level. During "normal" water levels - waves are washing over
the steel and through the gaps in the steel plating. You can
see here how the marina walls, made with this material, are
collapsing. This material and construction is found in several
areas including the marina entrance channel.

- The de-watering program is
starting later than we had hoped. The reason for this delay was
weather and permit related. The cold spring, and the later than
anticipated ice thaw, not only resulted in the ferry boats
delaying their start-up, it also slowed our contractor getting
equipment to the island as well. Permits also have influenced
our timing of de-watering, as they determine the "window of
time" we can do "in-water" work. There is a restricted window
starting April 15 through June 30 related to the spawning season
of fish. Once we are past this restricted window we can begin
to de-water the basin. The contractor anticipates de-watering
the entire basin will take a week to 10 days.
- Special note: The
Construction Zone is considered anything within the Snake Fence
. Please remain outside of the fenced area as required
by safety regulations of construction sites.
- We currently anticipate having
people form our Division of Wildlife on-site July 7, to help
remove fish as the basin is de-watered.
- Lake Erie Water Snakes (LEWS): Our Team
reports over 200 snakes have been relocated already. We appreciate
their effort as we continue building the marina basin, while working
with the protective guidelines. The fence is working despite the
raccoons damaging it in areas. A result of the inquisitive raccoons
efforts to see what's on the other side.
- Water & Sewer Line Project: Easement
agreements continue. We appreciate the, mature & cooperative efforts
of all, as we discuss these issues with the respective property owners.
Some property owners have decided against entering into an easement
agreement. Some overall project delays will occur as we refigure our
route options in these instances.
- Mike Gora has allowed our notes here to
be posted on his web site, Middlebass.org. You can find notes there as
well. We have a date the Ohio State Park web site will be up and
running, June 15 or shortly there about. We hope to use this site for
all to see specific updates about the marina.

A few items to share since our last note
- The Open house conducted June 6, on
the island was well attended. We had an estimated 25 - 30+ people
stop by and talk with some of our group between the hours of 3P and
6P. We were a little late getting started, (arriving). We
appreciated your patience with us.
- Several questions that
seemed to be asked more frequently than some others were:
- The marina will be
deepened to 10 feet of depth
- The project is still on
track with the marina to be usable next summer
- The marina will have a
design capacity of around 340 slips, we will be planning
on starting dockage of close to 240 (includes the yacht
club)
- Seasonal dockage will be
a part of the marina dockage plan.
- We will plan another
open house next month.
- The clearing of areas
for future fill sites is done.
Other Items of noteworthiness:
- Dock Construction Bid: The contract
is to be advertised June 17th. This is how we notify possible
contractors who may be interested in the job so they can submit a
bid on the project.
- Burning: We have completed all
burning we had planned to do this spring. There will be no more
burning until after September 2, 2008.
- Our Lake Erie Water Snake Team has
caught 130 snakes so far since construction started in May.
- The contractor will be having
stone delivered in the future.
- Some of this stone will be
the large stone referred to as "armor stone". Armor stone
is usually stone of a size that weighs 4 - 8 tons each and
may be as large as 6' to 8' around. A picture of one such
stone is attached if you wish to look at one.
- The bulk of the large stone
is for the break walls and revetments. The project calls for
a quantity of about 33,000 ton of ODOT "C" stone through 4-8
ton armor. ODOT "C" Stone is about 12" x 12". LaFarge
(Quarry in Marblehead) has about 5,000 ton of armor produced
for the project (about 20%). As for the smaller stone sizes
the majority of that product is produced and currently
available.
Reminders:
- The contractor has put steel plates
on fox road where they are crossing over the road. This will
protect the roadway from the heavy equipment crossing it. There are
3 crossing areas; 1 by Aunt Erma's, Just North of Jim Roesch's
former marina and next to St. Hazards.
- Signs will also be coming
warning of truck crossings. A few other safety barrels will be
erected for safety. We ask everyone to remember to drive
carefully through the construction zones & remind others as
well.
- Lake Erie Water Snakes - LEWS
Kristin has a full time LEWS specialist, Keith Hanson. Keith will
be on the island working alongside the contractor checking snake
traps and where the heavy equipment is working within the snake
fenced area.
- Keith and Kristin will be
relocating any snakes found within the area to areas outside the
fenced construction zone. We welcome Keith to the project. If
you see snakes with some colorful paint markings (blue or
green). These are ones they have relocated.
- Raccoons seem to be very
inquisitive creatures wanting to see if things are truly greener
on the other side of the fence. We have found where they are
climbing or tearing the fence to get on the other side.
- The snake fence is also a
construction safety zone fence. We ask everyone to stay outside of
the construction zone.
- A new person for on-site contact
regarding construction concerns is Rob Stanley. Rob is working for
BBCM, our Consultant with this part of the project. Rob is
available for you to contact on the island with questions or by cell
phone 614-578-8266. You are also welcome to contact me as in the
past with questions.
- Marina de-watering will begin by the
end of the month. As this happens we will ask that you remain
outside the construction fence for safety reasons. We will be
posting pictures in the future of the progress as it happens.

Mark your calendars for June 6, 2008 3PM -
?? (No later than 6 PM)
The first of a number of summer "Open House"
opportunities is scheduled for Middle Bass Island State Park, Marina.
We are hoping the weather cooperates and this
will be done on the island behind Aunt Erma's.
The format of an "open house" is you will
have the opportunity to meet with ODNR representatives and ask questions
about the project. We will have several display boards available to help
show the overall construction plan. This will not be a formal meeting
presentation, so if you are not able to be there at 3PM, but can be there at
4:30 or so that is fine. We will be there to answer questions.

All:
A few items to share since our last note
- Dock Construction Bid: This
document is all but done. There are a few corrections to be made to
the final draft and then signatures. We should see the document
released in the next few weeks - providing there are no hitches.
- Water and Sewer Lines: The planning
is nearing completion.
- This project includes the
construction of an elevated water tower. The design and
capacity specs. will be for the current use demands for LEU and
the park. We are also incorporating design features that will
allow for future expansion or decreases in tank size, based on
future water demands and regulations dictate.
- Electric Utility: Service and
supply design is underway
- Buildings and other infrastructure:
We are putting information together for architectural planning to
start.
- Burning: We have been permitted to
burn. The contractor has been working on this aspect of the
project. Burning is permitted through May 25 and then after
September 2, 2008.

I, along with several others, officially met
with the contractor's crew on Middle Bass Island Monday May 5, 2008.
As promised last week I would be giving a more detailed update this week
regarding the project. There are still things being worked up so I doubt
this note will answer all the questions, but it will give you a heads up.
- The contractor has started erecting the
snake fence for construction.
- Parking: I have asked for your help
with this item before and it seems we still need to get the word to
several people. Parking in the field along the south side of the
old runway next to Fox Rd. is not permitted. We are trying to
establish the snake protection fence for construction. The longer
it takes for this to happen - the longer some construction start-up
is delayed. IF you know of anyone parked in this area, Please
contact them to move their vehicle. Options are Roesch's parking
area. Any assistance in this matter is appreciated.
- Once the snake fence is established The
Snake Lady, (Kristin), and her crew, will begin relocating the snakes
from within the construction zone to outside the zone. Kristin has
shared they will be marking the snakes with either a Green or Blue
paint. This will help them determine habits of the snakes they have
relocated and if there are any getting back in.
- Once Kristin has had time to
relocate the snakes from the construction zone she will allow
construction to start in the marina area. Again - emphasizing the
importance of getting the cars moved & the fence completed.
- De-Watering of the marina basin. This
will being in 2 or 3 weeks.
- Tree rubble burning - The contractor has
coordinated with the EPA, permits have been done, if there is any
burning to be done this spring it will be done before May 21.
- The contractor has a crew of just a
couple people this week to start the fence. Over the next several weeks
this will increase to a dozen or so people.
- The closed off marina channel will
be used for the equipment barge to anchor in. It will be arriving
soon. The barge will be going & coming as it will be used to haul
supplies & materials from the mainland. Docking in this area is
prohibited.
- As has been arranged with the county
engineer's office construction can be underway seven days a week.
Heavy equipment on the roads will be restricted to Monday through
Friday mornings. This we hope will alleviate concerns regarding the
weekend traffic problems.
- The Lake Eire Water Snake is still
listed as an endangered species. There has been evidence of intentional
harming of one of these protected snake. I would like to remind all of
the protected status of the snake and we also share this with island
guests so they are aware of this as well.

Boy it amazes me how the rumors start. As I
say with a smile.
I wanted to share info, as I always do when I get it,
- I have just received confirmation the
contractor should be over on the island Monday May 5, 2008 to start work
(unless a major issue arises). Yes we are moving forward.
- There has been progression on the
easements for the water & wastewater part of the project.
I think that should squelch the biggest
rumors. I should have more details and a bigger update next week.

MIDDLE
BASS ISLAND INTEREST GROUP UPDATE
Hello to all:
Just a quick update on a few items
regarding the Middle Bass Island State Park Development.
-
Construction: Although the winter
ice conditions did not let our contractor back on the island as
quick as we had hoped, we are still well within our timelines of
when we had expected things to get started back up. In 2 or 3 weeks
we should be seeing our contractor there starting our next step in
the marina basin project. This will include some things like:
The construction effort is being
staged to try and minimize the time the marina basin is closed.
There will be a lot of work to be done once we get started. Based
on everyone’s wishes to minimize the time the marina basin will be
closed, the contractor will be working some longer days possibly 10
– 12 hour days as well as maybe 6 workday weeks. This is of course
weather permitting and the equipment is working.
-
Things you can do to help us:
-
REMINDER – any vehicles in the
marina area and in the field lot by the old runway needs to be
moved out by April 14th. I know I have stated this
before, but if there are any left please help with getting the
word out.
-
I have been told by the
contractor that as we start into construction this year the
boats that “docked” in the old channel entrance will be a
problem. Please do not dock your boats in this entry area. It
is going to be used for the barges moving equipment in and out
as well as materials. Any boats tied up to this area will be
towed at the owner’s expense.
-
At this time we do not have any
accommodations for docking the “state boat” when it comes over
for engineering / project updates. I would be interested if
anyone may know of somewhere we may ask permission of for short
term tie up privileges. If you do would you please let me know
who I may contact. This will help tremendously in being able to
get project engineers over to do updates with the contractors.
-
The Rumor-Mill seems to be alive
and well. One of the latest items is the project is running out of
funds. This is not the case. As I have been asked to explain for
the Sandusky Register – All projects have a budget. We build our
projects of this magnitude in phases. The budgeted amount at this
time for the project is being appropriated as various parts of this
phase of construction are contracted out. There is more work we
want to do as we build the marina. Some things will be considered
as part of the next phase of construction.

We are planning on having some
construction open house updates on the island this spring and summer
as the project progresses. Although this is in the idea stage at
this time it is hoped that we can plan some dates when our planning
team will be on the island and available to show you the plans and
answer questions regarding the progression of the project. As we
get a schedule planned and dates set up we will put the information
out for everyone to know in advance.

MIDDLE
BASS ISLAND INTEREST GROUP UPDATE
I thought I would try to give an update on
several items regarding the Middle Bass Island State Park Development.

Construction: We are still on schedule for
the construction crew to be back this spring. To be a little more specific
regarding the schedule is hard to do because of weather factors. However it
looks something like this:
o
Later part of Feb or soon thereafter when
weather allows - there could be some land work start back up. This work
would be away from the marina or of a nature where hibernating snakes would
not be a concern.
o
REMINDER – any vehicles in the marina area
and in the field lot by the old runway needs to be moved out by the end of
Feb.
o
Feb. Dock Bids will be advertised
o
Mid April as weather permits construction
on the marina could start.

Items of Noteworthiness:
o
I have heard there was a question regarding
Dockage for This Summer, (2008). water taxi- school shuttle or the
emergency boat. The construction situation remains unchanged. The entrance
is still closed so de-watering can happen and the marina basin deepened and
shaped. Dockage will not be available. If there would be any changes to
this – I will let you know. I know the last we had met with the group and
had talked about the emergency boat – it was felt that the boat would bring
personnel to the best location at Middle Bass to drop or pick people up at -
considering weather conditions and the nature of the incident. Any thoughts
you have that could be shared with the group please feel free to e-mail
back.
o
I sent a note out this past fall, (2007)
regarding seasonal dock rates. I haven’t heard much back. I encourage
comments back that could be shared with each other if you have any.
o
We are developing a web site to post
updates on regarding the Middle Bass Development. It was thought we would
have it on line by now, however, it is not available as of yet. I will let
you all know when this happens, along with the web site address.
o
I was asked if something can be posted on
the state park’s camping reservation web site to let people know of other
camping options. I have checked on that. We currently have a link on our
web site to the Ohio Private Campground Owners Association. Individuals
wanting to make a reservation at a private campground whose owner is a
member of this association can do so through this link. We do not list any
private campground on our web site. I will also request a reference to the
Ottawa County Visitors Bureau be placed on our web page for those
seeking other information to the area.

Thanks for expressing
interest in the Middle Bass Island State Park project. As in the past we
have sent communications out to provide you with updates regarding the park
development project as well as to give opportunity for feedback and to share
with others. As promised as things progress we try to give you some
updates.
Attached is a word
document and excel spreadsheet document that gives a background for
understanding as we begin to look at dock slip rates. Please look it over.
These are just a starting point of for info.
Another note to share –
would be we hope to reactivate a web page in the future which will be
available for viewing. It will have information regarding the project as
well. I will advise you when that happens.

All:
Here are a few notes to
update you on the progress.
-
Huffman will be done
with his marina work by Oct. 15, as we have been stating. The entrance
has been closed off for the winter.
-
The areas for the
snake fence have been marked.
-
There is a large area
in our north parcel, E of the old school house that has been cleared for
dirt and maybe some stone digging to be used in the construction.
-
There may be some more
work this fall in areas not subject to the protected Lake Erie Water
Snake restrictions.
-
Work will start back
up Next spring, March of 2008.
Your help is appreciated
in letting people know about the construction zone and parking restrictions
next spring – February 2008. This is the area next to the old runway and
east of Fox road, where we have previously allowed for car parking in the
grassed area.

Middle Bass Info
All:
As you have seen or heard by now we have indeed
started the project. I appreciate everyone's help in getting things ready for
the project.
As previously reported, this fall we would see
the entrance closed off. This is being done this week, Oct. 8. There will be
some land work in preparation for the snake fence to be installed March of 2008.
In order for this to be done we will need to have all vehicles parked in the
field lot by the old runway and Fox road as well as the vehicles parked along
the West end of the marina moved by the end of February 2008. As for an
alternate parking area for vehicles they could be parked in the gravel parking
area W. of Fox Rd. next to the campground, or in the community field lot S. of
Walleyes, there may be some compliance rules for parking in this area please
check.
If you know of someone who has a vehicle parked
in this area along the old runway or along the west end of the marina, your
assistance in letting them know we would need to have the vehicle moved would be
appreciated.

For the "Middle Bass Island State Park Marina Entrance and Basin" (DNR 736
730-02-040) project, a total of five bids were opened on July 20th; the apparent
low bidder and bid amount (estimate) for the single General Contract was Huffman
Equipment Rental, Incorporated of Eastlake, Ohio, $4,816,582.00 ($4,993,220.00),
including a single alternate. Work should start at the site in mid-September;
the contract completion date for this project is October 28, 2008.

construction of: MIDDLE BASS ISLAND STATE PARK MARINA ENTRANCE AND BASIN

the plans and specifications on file in the OHIO DEPARTMENT OF NATURAL
RESOURCES, Division of Engineering in Columbus, Ohio. CONTRACT ESTIMATED
COST I-General$4,871,800.00 Alternate Bid Item $121,420.00 The
estimated cost for a combined bid shall be the sum of the estimated
costs for each individual contract in the bidder's combined bid. A

Update on Middle Bass Island State Park
06/09/07
After a recent meeting with The Ottawa County Commissioners, Put-In-Bay Twp.
Trustees and other interested parties, our Director, Sean Logan, has given us
permission to proceed with the project. Our engineering group will be putting
the project out for bid advertising very soon. I will have more information in
the future, but wanted to get this to you as soon as possible.

Update on Middle Bass Island State Park
05/16/07
We are still moving forward with the ambitions of getting a bid package together
for the project to start this fall. We hope to have updated info out to you
before or at the Memorial Day weekend meeting. The marina is open this summer
and would close after Labor Day weekend.
Update on Middle Bass Island State Park 02/21/07
With a new boating season
approaching we wanted to give you an update as to where some things are
regarding the Middle Bass Island State Park development:
A number of state and
federal offices and agencies are involved in reviewing the
marina project due in part to the impacts on the environment. The review
process re-quires time to address various issues of concern. We have had
success in being able to address these issues. Items such as the endangered
Lake Erie Water Snake, habitat for them and wetlands have been incorporated into
the marina design from the beginning and confirmed by the review process. This
proves our system of constant evaluation works; however it was costly in
manpower and time.
There are still a number
of variables to be worked out but we are aggressively pursuing them. If we
receive our permits in time, we can start construction on the new marina by the
end of this boating season in 2007. We are confident that as a community we
can work together to overcome obstacles. Effort has been made to help bring
members of our community together to discuss issues relative to the time the
marina will be closed. An island community meeting open house will be planned
for this spring.
Some of the update items
are:
- The permit for the
Environmental Assessment should be received by the end of February 2007,
after a lengthy delay due to wetland delineation.
- The Army Corps of
Engineers permit is currently being reviewed for signature by ODNR.
- All permits should be
received by the end of February. Although this is much later then
anticipated we hope to be advertising for construction contracts this
spring.
- The first construction
contract will include the new marina entrance and the marina basin. This
will allow the marina to stay open this season and reduce the work required
in the following year.
- The next step will be
the marina construction followed by the docks, infrastructure and then
buildings, sidewalks, etc. It is our intent to be closed only during the
boating season of 2008.
- ODNR is working on the
final design including transient docks, accommodating existing Middle Bass
Island Yacht Club, and accommodating seasonal docks. All slips currently
include water and electric at dockside. Rates have not been determined.
- In the spring we will
be holding a community island meeting to show the layout and design of the
new marina.
