Changes to the Dock Policy were approved by the Board of Directors at the May 5, 2007 meeting. These changes (shown in highlight) affect only the following paragraphs:

C. Waiting List

1. Any member in good standing will be added to the Dock Waiting List in the least senior position upon their written request to the Dock Committee.

2. All members on the Dock Waiting List must maintain their membership in good standing or they will be removed from the list. A member removed from the list that reinstates their membership will be added to the Dock Waiting List in the least senior position upon their written request to the Dock Committee.

3. When a dock becomes available, the most senior member on the Dock Waiting List with an appropriately sized boat will be offered the dock for seasonal rental.

4. A member on the Dock Waiting List may decline to accept a “temporary” dock offer and remain on the list with seniority.

5. A member on the Dock Waiting List may decline to accept a “permanent” dock offer only once and remain on the list with seniority. If they decline another “permanent” dock offer they can only remain on the list by assuming the least senior position at the bottom of the list.

6. A member who accepts a “temporary” dock automatically becomes eligible to retain that dock should the primary renter give up the dock the following season. They may not be “bumped” from their dock holder position by anyone on the dock waiting list.

7. All members on the Dock Waiting List must own an appropriately sized boat (dinghies, row boats etc. prohibited) at the time a dock offer is accepted. A members boat must meet the criteria of the dock committee understanding that an exceptionally long and wide boat may not be eligible for a rented dock due to space limitations.

F. Leave of Absence by the Primary Dock Renter

1. A Primary Dock Renter may be absent from their rented dock for one boating season. They may not exercise this leave option more than once every five years.

2. During the Primary Renter's absence, the dock will be made available to the next member on the Dock Waiting List with the understanding, that it would only be for one season should the Primary Dock Renter return the next season. If the Primary Renter returns, the temporary renter will return to the Dock Waiting List with seniority.

3. If the Primary Dock Renter does not return after their one year of absence, the dock will then be made available to the next member on the Dock Waiting List by seniority.

G. Leave of Absence by the Primary Dock Renter with a Sharing Member(s)

1. A Primary Dock Renter with a sharing renter(s) may be absent from their rented dock for one boating season.  They may not exercise this leave option more than once every five years.

2. During the primary renters absence, the sharing member(s) may remain as dock renter(s) for the one season. In the event the Primary Dock Renter does not return after the one-year absence, the sharing renter(s) will assume the position of the Primary Dock Renter. If there are two sharing members assuming the dock, the member with lowest Dock Priority Number shall become the Primary Dock Renter.

2. Under no circumstances may a dock renter make the dock available for sharing to anyone but the next member on the Dock Waiting List.

A. Rules and Regulations

1. All members may utilize the Club facilities, including docks, aboard any vessel of appropriate size, as determined by the Dock Master, regardless of ownership. The member must remain with the vessel and guests during the entire stay at the Club. Members may bring guests to the Club and/or use the guest’s vessel at the Club. Non-member may not stay at or use the Club facilities without the member being present.

2. All club members, guests and ILYA affiliates will follow the same quiet hours set forth by the Middle Bass Island Sate Park: 11:00 PM to 7:00 AM.

3. At 11:00 PM, members, guests and ILYA affiliates are directed to relocate any activity that would tend to annoy fellow members in and around the dock area to the gazebo or tent. Quiet hours are still to be observed at the designated area to conform to State Rules and Regulations. No unusual loud activity will be tolerated.

4. All members and ILYA affiliates are required to show proof of membership upon request.

C. Waiting List

All members on the Dock Waiting List must own an appropriately sized boat (dinghies, row boats etc. prohibited) at the time a dock becomes available. A members boat must meet the criteria of the dock committee understanding that an exceptionally long and wide boat may not be eligible for a rented dock due to space limitations.

L. Usage of Dock by I-LYA Affiliated Members

1. Except during MBIYC Special Events, all ILYA affiliates will be accommodated on a dock available basis as determined by the Dock Master.

2. All ILYA affiliated club members may receive up to two days dockage free of charge per season. Afterwards they shall be charged prevailing State Marina Dock Charges (currently $1.10/foot for docks with electricity) for docks with electricity and $15.00 for unpowered docks. The fee paid allows the member’s use of that dock through 11:00 AM the following morning. An additional fee is to be paid for each additional day or portion thereof.

3. The Dock Master will try to provide the maximum docking opportunities for I-LYA affiliated dock renters on a first come, first served basis. Docking opportunities could be restricted due to size of boat. On Fridays and days preceding holidays, docks will be made available to I-LYA affiliated renters after the 2:00 PM call-in time for seasonal renting members.

4. An I-LYA affiliated renter shall be restricted to a maximum stay of 7 consecutive nights. The length of absence required between stays shall be determined by the Dock Master.

5. A renter may stay longer than the maximum 7 day stay with the Dock Master’s prior approval and provided no other member or I-LYA affiliate is denied dockage for that day or night. This may require the member to stay at the Club until it is determined that docks are available for others. The requirement to remain at the Club is determined by the Dock Master and any member refusing to stay shall be required to vacate the dock immediately.

6. An I-LYA affiliated renter’s vessel shall not be left unattended overnight at any Club dock, except with the Dock Master’s prior approval. Violation of this rule may result in the member being prohibited from dock usage.

7. Any other docking charges deemed appropriate would be at the discretion of the Dock Master on a case-by-case basis.

M. Electrical Power and Generators

1. Each dock equipped with electrical power is supplied a single 30A circuit. Members are required to supply all necessary splitters/converters to power their vessel from this single source. Any member utilizing more than the single source for their assigned dock may be disconnected without notification.

2. MBIYC does not guarantee the constant supply or quality of power provided and is not liable for damaged equipment or loss of supplies as a result electrical power disturbance or interruption.

3. Vessel generators may not be operated between the quiet hours of 11:00 PM and 7:00 AM due to noise and safety considerations.

4. No portable generators will be permitted on the docks due to noise and safety considerations.

K.     Usage of Docks by Non-Seasonal Dock Renting Members

1.      All non-seasonal dock renting members shall pay a fee of $15.00 for each time they use a dock with electricity when visiting the club. The fee paid allows the member use of that dock through 10:00 AM the following morning. An additional $15.00 fee is to be paid for each additional day or portion thereof.

2.      The Dock Master will try to provide the maximum docking opportunities for non-seasonal dock renters on a first come, first served basis. Docking opportunities could be restricted due to size of boat. On Fridays, Saturdays and days preceding holidays, docks will be made available to non-dock renting members after the 2:00 PM call-in time for renting members.

3.      A non-seasonal dock-renting member shall be restricted to a maximum stay of 7 consecutive nights. Once per season a stay may be longer but shall not exceed 14 consecutive nights. The length of absence required between stays shall be determined by the Dock Master.

4.      A member may stay longer than the maximum stay specified in Paragraph 3 with the Dock Master’s prior approval and provided no other member or I-LYA affiliate is denied dockage for that day or night. This may require the member to stay at the Club  until it is determined that docks are available for others. The requirement to remain at the Club is determined by the Dock Master and any member refusing to stay shall be required to vacate the dock immediately.

5.      A non-seasonal dock renting member’s vessel shall not be left unattended overnight at any Club dock, except with the Dock Master’s prior approval. Violation of this rule may result in the member being prohibited from dock usage.

I.     Dock Usage Notification by Mainland Seasonal Renter

1.      It is the responsibility of the Primary or Sharing Dock Renter(s) to inform the Dock Master of their intent, via telephone (club 800#/answeririg machine), to occupy the dock on all weekends by 2:00 PM on Friday or by 2:00 PM on any day preceding a holiday. Abuse of this responsibility could result in a reprimand from the Board of Directors.

2.      If the Primary or Sharing Dock Renter(s) fails to notify the Dock Master by the required time and unexpectedly decides to use the dock, he will be docked at an open dock on a first come first serve basis at the discretion of the Dock Master.

J.     Dockage for Club Officers and Committee Chairpersons

Reserved dockage will be made available to all officers and committee chairpersons who do not currently have a rented dock when visiting for the purpose of club business or work detail on a space available basis.

K.     Fees for Usage of Docks by Members

1.      All non-dock renting members shall pay a fee of $15.00 for each time they use a dock with electricity when visiting the club. The fee paid allows the member use of that dock through 10:00 AM the following morning. An additional $15.00 fee is charged for each additional day or portion thereof.

L.     Reciprocal Docking of ILYA Affiliates

1.      All ILYA affiliates will be accommodated on a true reciprocal basis as stated in the ILYA directory. Accommodations will be on a dock available basis as determined by the Dock Master.

2.      All ILYA affiliate clubs that do not specify a reciprocal arrangement in the ILYA directory will be charged prevailing State Marina Dock Charges (currently $1.10/foot for docks with electricity).

3.  Any other docking charges deemed appropriate would be at the discretion of the Dock Master on a case-by-case basis.

A letter to the Membership from Vice Commodore John Coultrap

            Commodore Weisenbach appointed me Dock Committee Chairman with the responsibility to select a committee and formulate a Dock Policy that would be fair and equitable to all members. Those members serving on this committee are: Lew Johnson, Galen Lehman, Mike Stewart and Scott Forward.

As you all know, Middle Bass Island Yacht Club is located on the property purchased by the State of Ohio, formerly known as Lonz Marina and Winery. As a result of our partnership with the State in the development of this property, we as an organization are compelled to follow all “State Park” rules and regulations.

Our goal, as a committee, was to formulate a Dock Policy that would address the needs of the club, the membership as a whole and essentially operate within “State Park” guidelines. This was not an easy task, as with a membership of close to six hundred, our discussions had to address all concerns that were germane to the parameters in which the club grounds and its facilities would allow.

With this in mind, the policy written and approved by your Board of Directors will serve to clarify docking regulations and procedures when visiting the Club. We, as a committee, understand that what has been accomplished through discussions isn’t perfect. That it should be reviewed from time to time to accommodate ongoing efforts by the State of Ohio to improve the property and our organization’s plans for the future.

As you read through the Dock Policy on the following pages and digest its content, remember, this policy was designed for the organization as a whole. Our attempt in developing this policy was to make every visit to the club most enjoyable for every member, guest and fellow ILYA affiliate.
